In a move that has raised eyebrows, the chief counsel for Immigration and Customs Enforcement (ICE) in Minnesota has stepped down, capping off a week of turmoil within the agency. But here's where it gets controversial: Jim Stolley’s retirement comes just days after an ICE attorney made headlines for bluntly telling a judge, “this job sucks”—a remark that exposed the overwhelming strain on the system. And this is the part most people miss: Stolley’s departure, after 31 years of service, coincides with a surge in immigration cases that has left Minnesota courts drowning in paperwork and legal battles.
According to Department of Homeland Security spokesperson Tricia McLaughlin, Stolley’s retirement was planned, though no further details were provided. In an automated email, Stolley confirmed, “I have retired from public service,” directing all inquiries to the duty attorney. Despite repeated attempts, CNN has not received further comment from him.
The situation in Minnesota has been simmering since December, when the Trump administration ramped up immigration enforcement in the state. Courts have been inundated, and the pressure on ICE attorneys has become unbearable. Earlier this week, Julie Le, an attorney temporarily assigned to Minnesota, was removed from her position after candidly admitting to a federal judge that the government was “overwhelmed” and unable to keep up with court orders. Her frustration was palpable: “Trying to get errors fixed is like pulling teeth,” she confessed.
Le’s comments, made before Stolley’s resignation, offered a rare glimpse into the chaos behind the scenes. On Wednesday, the administration announced a sudden reduction in operations, withdrawing 700 federal law enforcement officers from Minnesota. President Trump, in a surprising shift, told NBC News, “Maybe we can use a little bit of a softer touch, but you still have to be tough.” Is this a sign of retreat, or merely a strategic pause?
The crackdown in Minnesota hasn’t been without consequences. Last month, two U.S. citizens were shot by federal agents, sparking widespread protests. State and local officials have also pushed back, though their efforts to block the operation were denied by a federal judge in Minneapolis.
